What it is
CPAN gives pediatric and primary care providers across Texas free telehealth-based consultation and training so they can manage mental health concerns in the children and adolescents they already see. It's one of the programs run by the Texas Child Mental Health Care Consortium, which the Texas Legislature created in 2019.
How it works
An enrolled clinician can call CPAN and speak with a child and adolescent psychiatry team for guidance on assessment, medication, and next steps. The program lists a provider line at 888-901-CPAN.
Who runs it
CPAN is delivered through the academic health institutions that make up the consortium, coordinated across the University of Texas System.

CPAN is Texas's answer to a problem every large state faces: there are far more children who need a psychiatric opinion than there are child psychiatrists to see them. Rather than try to see every child directly, CPAN multiplies the reach of the specialists it has by putting them on the phone with the pediatricians and family doctors who see kids first. For the Atlas, it's the Texas primary-care access entry, alongside Project TEACH in New York and NEP-MAP in Nebraska, and it pairs with PeriPAN and TCHATT as three arms of the same statewide consortium.
