What it is
Be Happy is Indiana's child psychiatry access program for pediatric primary care providers. It's run by the Indiana University School of Medicine Department of Psychiatry, and its aim is to help doctors across the state manage the behavioral health concerns of the children and adolescents they see, with backup from psychiatric specialists.
How it works
The program offers free, same-day, provider-to-provider phone consultations with a board-certified child and adolescent psychiatrist, covering medication management, assessment and diagnosis, and other pediatric mental health questions.
Reach
The program reports that from 2019 to 2024 it received 3,031 consultation requests guiding care for children and adolescents in 87 of Indiana's 92 counties. It's supported by a federal HRSA grant awarded to the state's Family and Social Services Administration in partnership with the university.

Be Happy is Indiana's version of the same idea that drives CPAN in Texas and Project TEACH in New York: a pediatrician who can reach a child psychiatrist by phone the same day can handle a lot more than one who can't, and that's how a state stretches a small specialist workforce across every county.
